Higher Education Commission (HEC)
This is the mandatory first step for all university-level qualifications, including Bachelor’s degrees, Master’s degrees, PhDs, and official transcripts. IBCC Verification
If you need your school-level qualifications verified, they must go through the Inter Board Committee of Chairmen (IBCC). This applies strictly to your Matric (SSC) and Intermediate (HSSC) certificates or equivalent diplomas.

Ministry of Foreign Affairs (MOFA) & Apostille
Once your educational or personal documents (like birth certificates or marriage registration certificates) are verified by the HEC or IBCC, they must receive the final Ministry of Foreign Affairs (MOFA) Apostille or stamp. This makes your documents legally recognized across more than 110 countries worldwide.
